Barkett<\/strong>, 54, of Vero Beach<br \/>\nAattorney and partner with Collins, Brown, Caldwell, Barkett and Garavaglia Chartered, reappointed for a term beginning April 27, 2009, and ending January 9, 2013.<\/p>\n<p><strong>Stanley &#8220;Norman&#8221; Bray<\/strong>, 65, of Fernandina Beach<br \/>\nExecutive vice president of Amelia Island Company, reappointed for a term beginning April 27, 2009, and ending January 9, 2013.<\/p>\n<p><strong>John C. Blow<\/strong>, 55, of St. Augustine<br \/>\nGeneral contractor and real estate property manager, succeeding Charles Padera, appointed for a term beginning April 27, 2009, and ending January 9, 2013.<\/p>\n<p><strong>Edwin T. Chappell<\/strong>, 34, of Lighthouse Point<br \/>\nVice president of\u00a0<strong>The Chappell Group Inc.<\/strong>, succeeding Susan Engle, appointed for a term beginning April 27, 2009, and ending January 9, 2013.<\/p>\n<p><strong>Donald J.
